Introduction

By decision BC-15/17, the fifteenth meeting of the Conference of the Parties to the Basel Convention (COP-15) adopted the work programme of the Committee Administering the Mechanism for Promoting Implementation and Compliance with the Basel Convention (ICC) for the biennium 2022–2023, whereby it requested the ICC to undertake a number of activities aimed at improving implementation of and compliance with the obligation to transmit national reports pursuant to paragraph 3 of Article 13 of the Basel Convention, including:
 
In cooperation, as appropriate, with the Compliance Committee of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, monitor United Nations Sustainable Development Cooperation Framework processes with a view to assessing the extent to which Parties with national reporting needs are including actions to address them in their Cooperation Framework, identifying best practices and, on the basis of the assessment, developing recommendations for the consideration of Conference of the Parties.
 
During its fifteenth meeting (14-18 November 2022), the ICC finalized questionnaires to collect information from Parties, resident coordinators and relevant members of United Nations country teams with a view to assessing the extent to which Parties with national reporting needs are including actions to address them in their Cooperation Framework, and to identifying best practices.
 
The present questionnaire is intended for resident coordinators and relevant members of United Nations country teams. A separate questionnaire made available to Parties in the English, French and Spanish can be accessed here .

Instructions for completing and submitting the questionnaire

Questionnaires are to be submitted to the Secretariat no later than 14 July 2023.
